An Idea for a power a hero/vigilante could have is something I believe I made up called "Fair Fighting/Fighter" (If you have a better name please let me know). Basically the person is immune to other peoples powers, if the opponent had fire powers the fire only gives them a sunburn or something, voice powers don't phase them, they can see if someone is invisible, they know who is shapeshifted, and healing abilities don't work on them. If they are cut it's like a normal cut on a human and can't be healed with magic, and likewise if they cut someone else. If someone has super strength they are about as strong as a bodybuilder to them. other powers can work on them but they have to focus on letting the power in order for it to work. 

If you want to make them Overpowered you can make it so that when they concentrate on certain people they can use or even steal that persons power making them versatile, God level OP is when they can Focus on more than one person and just single handedly wipe out an army.
