Okay, so this is more like how to smooth skin and hair.

We will be using number 7 and 8

Pick 8(blur) first. And use Airbrush (normal) with the opacity of 50%

Blur the skin, neck and hand too.

Once done.

We will use 7(smudge)

We will also use Airbrush (normal)

With the opacity of 50%

Smudge the skin, face to neck to hand.

Then reduce opacity to 30% and smudge the Cloth, background.

We now switch Brush to Flat brush (point)

Make the opacity 50% and then smudge the hair. Follow how the hair flows as you smudge.

This will help make the photo look like a drawing or painting.

And with the opacity, you don't have to follow mine, just follow what you think will fit.
