This has two questions.

The first question; why are they trying to make it so that trainers don't catch the rare pokemon?

Simple. It's their job. According to Yellow, they have to make it difficult for trainers. At least for anyone in Sinnoh.

The second question; What are the Rumors and what do they do?

I did it like this because it will help explain.

The Rumors are a group of people that are gifted and trained in the arts of mystery. These guys are never named until they are met in their areas. Each region has a theme of what they do with their Rumor groups. Here's what I have about them.

Kanto: Deadly Secrets

Johto: Old Tales

Hoenn: Trust Battles

Sinnoh: Rare Pokemon that they protect.

Unova: Liberation Rebellion

Kalos: Story and Chain

Alola: Dimension Crisis

So not all of them are focused on a certain trait. They all have regional traits that they use against the Tales.
