2023 opinion
I just want to preface this one by saying that no, Draco and Luna are not cousins. This is a popular theory but one that has not been proven at all. We don't know Luna's Mother's last name, sadly.

So...this one has changed over the years. When I was younger, I hated this with a passion. Then, I began to like it. And the I didn't. I still don't like it.

While they would be cute, I can't imagine any romantic chemistry between them and I think they'd be better off as friends. I do agree that Luna could inspire Draco to be himself rather than what others want him to be, but she could do that as his friend too. I think that they'd be a healthier pair as friends, and I truly don't think they have enough in common to date. Would they even be able to stand each other? So no, I don't see any reason to ship this romantically (though I'm happy to ship them as a brotp).
