First, open ezgif.com and upload your gif.

Choose any of the topics; the gif has to be uploaded before we can find the settings we want. I chose to crop my gif beforehand.

After you're done, click "overlay." Your incomplete gif will be brought with you to the new screen.

Choose your png to upload.

After uploading it, you can either adjust it's placement by dragging the image (which doesn't always work) or by using the controls in red.

LEFT; Adjust the horizontal placement of the png.

TOP; Adjust the vertical placement of the gif.
