Backstory: Himitsu Ken is a failed experiment in Ei's puppet technology but was still useful to her and so she put him to work at the Tenryou Commission with a special sword linked to his Electro energy and if he completely unsheathes it he unleashes a massive burst of Electro equal to that of something Ei could unleash but worse and more uncontrollable. So he reserves himself from both speaking and wielding his sword to its full extent. But don't cross him or you might end up a corpse with electrified blood where you once stood and you'll have never once seen him unsheathe it.
