4 years later

The wind blew my blonde hair as I sat at a separate table just across from Nat and Wanda, we were here in Lagos to catch a guy who calls himself Crossbones, I completely spaced out when Steve's voice spoke through my earpiece.

"Eli, you there." 

"Yeah, sorry."

"We have a visual."

"On it."

And with that I was in motion following the truck, and it looked like it was gonna ram through the gate.

"Hey guys, it's gonna ram the gate, there not slowing down anytime soon." 

"Got it, just stick to the plan." 

"Got it Cap." as the truck ram the gate, men filed out and went into the building, I jumped onto the roofs surrounded by Hydra soldiers. 

"Well hello boys." I said, as my whole body turned into ice, including my hair, my whole body was pure hard ice, I smiled as I lifted my hands up surrounding the men with ice, I then advanced forward as I punched and kicked all of the men,and they were out like a light, because trust me, getting hit by a fist made of ice is not fun.

"I got 8."  I said.

"7" Sam grunted.

"Make that 4." he said I meet up with him as I placed my ice hand on his shoulder.

"That's cold kid." he said as he shivered and I laughed.

 "Sorry, it's kinda my power." I said as I removed my hand from his shoulder.

"Well turn back." he said, I shrugged as I turned back to normal self letting my blonde hair flow free.

"Let's go."  I said.

"Sam they got away." Steve said.

"On it." Sam said as he sent out Red Wing.

"I got four, two heading left." Sam said.

"I got right." Natasha said as she ran after them

"Looks like we got left." Sam said, I nodded as we ran after the two men, I transformed into my full ice body as I stomped my foot onto the floor freezing the ground beneath the two men, Sam then flew in and knocked them down.

"I'm empty." Sam said, after that we heard an explosion, we looked up to see a building blown up.

"Sam, I need...emergency on  the 8th and 10th floor, Eli...try to obtain as much as you can." Steve said.

"On it." I said as I glided on ice towards the building, I rose up with my ice and shot out some ice from my hand putting out as much of the fire as I could, I looked down to see injured people crying, and dead people burning away, my breath hitched in my throat as I thought of all the people I could have saved, as a tear ran down my ice cheek it automatically froze, after I did all that I could, I lowered myself back onto the ground to meet up with the rest of the team.

"You did all that you could kid." Sam said as he patted my back, I gave him a half hearted smile as I entered the Quinjet, I then took a seat next to Wanda.

"It's my fault." She said.

"No, no it's not. Don't blame yourself Wanda." I said as I rubbed her back, Steve then sat next to me.

"You did good today Eli." he said as he patted my shoulder, I then turned back to normal as i leaned my head onto his shoulder.

"Thanks Steve...but I felt like I could've done more." I said.

"There's nothing more that you could've done" He said, I just smiled at him as I drifted off to sleep

I woke up to see Steve carrying me off of the jet, I jerked as he set me down.

"Thanks." I said. He smiled as I followed him into the Avenger's facility, ever since I woke up, Steve explained to me what year we were in and what happened to me, at first I freaked out, but I got used to it, I mean I still don't understand the technology in this time, but eventually I will,but one thing that I do like in this time is how the girls don't have to wear dresses, and we are free to wear pants and shorts, so that I liked. I also found the music of this time intresting as well as the movies, which actually had color and sound. I walked into my room and plopped onto my bed and drifted off to sleep.

2 weeks later

I was in my room when someone knocked on my door.

"COME IN!" I yelled, Steve then walked in.

"The secretary of state is here,come on." he said as I groaned and followed behind him and into the meeting room, to sit with everyone else.

"5 years ago I had a heart attack,and dropped right in the middle of my back swing. Turned out it was the best round of my life because after 13 hours of surgery and a triple bypass I found something 40 years in the military never taught me. Perspective. The world owes the Avengers an unpayable debt.You have fought for us...protected us, risked your lives, But while a great many people see you as hero's, there are some that prefer the word vigilante."

"What word would you use Mr Secretary?" Nat asked.

"How about dangerous? What would you call a group of US-Based, enhanced individuals who rountinely ignore soveregin borders and inflict their will wherever they choose and who frankly, seem unconcerned about what they leave behind?" he says as he shows a video of the Hulk smashing through buildings taking out the aliens.

"New York."

He then switches it and shows a video of a S.H.E.I.L.D. ship crashing down.

Washington, D.C.

Then a video of Sokovia shows, the land rising in the air and buildings falling, and I see myself freezing robots, while others around are getting hurt by my ice, I then look down at my hands.\

"Sokovia"

He finally shows the video where the building is burning back in Lagos.

"Lagos."

Wanda then looks away.

"Ok, that's enough." Steve said.

"For the past four years, you've operated with unlimited power and no super vision. That's arrangement the governments can no longer tolerate , but I think we have a solution." he says as he slides a book onto the table, Steve picks it up and reads it, then passes it on.

"The Sokovia Accords. Approved by 117 countries, it states that the Avengers shall no longer be a private organization. Instead they'll operate under the supervision of the United Nations Panel only when and if that panel deems it necessary."

"The Avengers were formed to make the world a safer place . I feel we've done that." Steve says.

"He's right, why do we have to shy away just because, and I quote 'Dangerous', because we have saved so many lives , some may die, but all that matters is that the threat is stopped." I said as everyone turned towards me.

"That's the thing, you don't. Tell me, Captain, do you know where Thor and Banner are right now? If i misplaced a couple of 30 megaton nukes you can bet there'd be consequences. Comprimse. Reassurance. That's how the world works. Believe me this is the middle ground."

"So, there are contingencies?" Rhodey asked.

"Three days from now, the UN meets in Vienna to ratify the Accords." the secretary says.

"We'll talk it over." Steve said

"And if we come to a decision you don't like?" Nat asked.

"Then you retire." an with that he left, and once he did we started to argue.

"Secretary Ross has a Congressional Medal of Honor which is one more than you have." Rhodey said as he started to argue with Sam.

"So let's say we agree on this thing. How long is it gonna be before they LoJack us like a bunch of common criminals?" Sam said.

117 countries went to sign this, 117, Sam, and you're just like, 'No, That's cool. We got it." Rhodey says.

"How long are you going to play both sides?" Sam asked 

"I have an equation." Vision said

"Oh, this should clear it up." Sam says sarcastically.

"In the eight years since Mr Stark announced himself as Iron Man the number of known enhanced persons has grown exponentially. During the same period the number of potentially world ending events has risen at a commensurate rate." Vision said.

"Are you saying it's our fault?" Steve asked.

"I'm saying there may be a causality. Our very strength invites challenge. Challenge incites conflict. And conflict breeds catastrophe. Oversight...Oversight is not an idea that can be dismissed out of hand." Vision said.

"Boom." Rhodey says.

"Tony. You're being uncharacteristically non hyperbol." Nat said.

"It's because he's already made up his mind." Steve said.

"Boy, you know me so well. Actually, I'm nursing an electromagnetic headache. That's what's going on, Cap. It's just pain. It's discomfort. What's putting coffee grounds in the disposal? Am I running a bed and breakfast for a biker gang?" Tony said as he pulled up a picture of a man.

"Oh, that's Charles Spencer by the way. He's a great kid. Computer engineering degree, 3.6 GPA, had a floor-level gig at Intel planned for the fall . But first, he wanted to put a few miles on his soul before he parked it behind a desk, see the world. Maybe be of service. Charlie didn't want to go to Vegas or Fort Lavderdal. Which is what I would do, would you do that Eli? He didn't go to Paris or Amsterdam, which sounds fun. He decides to spend his summer building sustainable housing for the poor. Guess where, Sokovia. He wanted to make a difference, I suppose. We won't know because we dropped a building on him while we were kicking ass. There's no decision-making process here. We need to be put in check! Whatever form that takes. I'm game if we can't accept limitations, if we're boundary-less we're no better than the bad guys." Tony said.

"So we're gonna give away our freedom just because a few people die? People are going to die Tony, we can't stop that." I said

"Do you think about what your powers do Eli? How you freeze people without knowing, how you just stand there in shock when someone is dying, when you know that you could'v saved them?" Tony says, I stare at him in shock knowing that he's talking about Pietro, Wanda's brother, I could've saved him, but instead I stood there and did nothing, a tear runs down my cheek as I quickley wipe it away and look down.

"That's enough! Tony, someone dies on your watch you don't give up." Steve said.

"Who said we're giving up?" Tony said 

"We are if we're not taking responsability for our actions. This document just shifts the blame." Steve said.

"I'm sorry, Steve. That is dangerously arrogant. This the United Nations we're talking about. It's not World Security Council, it's not S.H.E.I.L.D, it's not HYDRA." Rhodey said

"No, but it's run by people with agendas, and agendas change." Steve said.

"That's good, That's why i'm here, when I realized what my weapons were capable of in the wrong hands I shut it down and stopped manufacturing." Tony said.

"Tony, you chose to do that. If we sign this, we surrender our right to choose. What if this Panel sends us somewhere we don't think we should go, what if there is somewhere we need to go and they don't let us? We may not be perfect, but the safest hands are still our own." Steve said 

"If we don't do this now, it's gonna be done to us later. That's the fact. They won't be pretty."Tony said

"You're saying they'll come for me." Wanda said.

"We would protect you." Vision stated.

"Maybe Tony's right. If we have one hand on the wheel, we can still steer, if we take it off-" Nat was then cut off by Sam.

"Aren't you the same woman who told the government to kiss her ass a few years ago?" 

"I'm just reading the terrain. We have made some very public mistakes. We need to win their trust back." Nat said, I just couldn't belife that she was actually agreeing with Tony right now.

"Focus up. I'm sorry. Did I just mishear you or did you just agree with me?" Tony said in disbelief.

"I want to take it back now." Nat said.

"No, you can't retract it. Thank you." Tony said, I then glanced at Steve to see him looking down at his phone.

"Okay. Case closed. I win." Tony said.

"I have to go." Steve said as he stood up and walked out of the room, I followed him and soon caught up to him.

"Hey, Steve what's wrong? Are you ok?" I asked as I grabbed his hand.

"She's gone Eli. Peggy passed." Steve said. My eyes widen and I slowly nodded as I walked away.

"I'll pack my bags!" I called back as I reached my room I started to pack my bags, Peggy Carter, a woman I looked up to when I was younger has now passed on, now all I have from my time is Steve.
