Cyber controls water, it will show up and play a larger role later on, for now he doesn't use it as much. To synch with his emotions, he causes storms and rouge waves, mostly unintentionally. He has an undying link to water and Chaos, so he actually is insanely powerful with water. He just doesn't know how to fully control it through, his emotions just make the waters go berserk or stay calm.

For now, his emotions have full control, not his mind.
