I really don't like how this turned out
I was going to add more detail and emphasis but Procreate kept crashing because I use a lot of layers and a big canvas

Anyway, Theo's powers are very confusing and strict: he can only rewind time by ten minutes or he'll get a severe headache and a nosebleed; if it's bad enough, he can start "crying" blood. He has his own personal boundaries, and that's to not tamper with death or major events. He's immune to the rewinding of time, and if he's touching someone as he does so, they too will return to the moment he chooses.
Theo is American, originally from Maine where he lived with his parents and younger sister. After the eclipse, the general atmosphere of the Northern hemisphere became cold, so cold to the point where it was a year-round winter. Because of that, Theo's family planned to move further south to Colorado, because things were hectic near the Mexican border since people were trying to cross to warmer weather in packs.
However, the current president (President Raben) started putting police posts on highways that would stop and check passengers to make sure they weren't "diseased". They began studying 'Psychs' to see any subtle differences they would have compared to healthy folk. They discovered that, although it was something so insignificant, it was enough to not make people suspicious.
Psychs are meant to be "superhumans" meaning that they surpass humans in every aspect as a survival attribute; which also means that they can see better in the dark. If a flashlight is shined in their eyes, their pupils will widen 10% more in diameter and 15% faster than that of the average adult after the light is retracted, which is noticeable enough to the human eye. Basically, these checks happen at night so they can pick them off, one by one, with the excuse that they need to be questioned.
Theo's family went through a check and they pulled him away, but he managed to rewind time and decided to hitchhike all the way to Colorado from the stop in Missouri.
And you know what makes this even more of an amazing feat?
He had his Corgi with him.
"Her name is Beyoncé, Bee for short."
"Why'd you name her after a 20's star?"
"Because she's legendary."
Yes, he got Bee for his 18th birthday when she was just a pup(he's 19 now), and he loved her since he set eyes on her. He didn't get to have a dog when he was younger because his dad was allergic, but he started taking medication so he managed to convince his mom to get her.
They got her from a breeder even after Theo insisted they adopt one from the shelter, but they were a perfect match: they're both super narcissistic and self-absorbed, except towards each other.
Theo bought her a bunch of little outfits and spoiled her tremendously to the point where they're inseparable. She has so much clothes that he actually packed an individual suitcase for her.
Anyway, they managed to make it to Colorado, but Theo decided that it was too risky to return to his family so he was kinda lost?
But then he recognized the trademark of a café as the mark he got on his shoulder after the event. He went in, met Quince, and it was a story since then.

I feel like his story was way more detailed but that's because dogs make everyone's life better
And because I feel like I need to make up for the bad background
