A believer can be many things, a liar is not one of them:

Safwan ibn Sulaim reported: It was said to the Messenger (peace be upon him), “Can the believer be a coward?” The Prophet said "yes". It was said, “Can the believer be a miser?” The Prophet said "yes". It was said, “Can the believer be a liar?” The Prophet said "no".
