SUBJECT: INVESTIGATION INTO RECENT INTERNATIONAL INCIDENT

Mitchell, be careful with this one. The Soviet Military Liaison has been in my office six times about the whereabouts of his men. He's being cagey about the exact numbers, but he's insisting that his men be returned safely and their military equipment be returned to the Soviet Union.

He's claiming that a training exercise of a flight of HiND helicopters had to make an emergency high altitude landing at Alfenwehr and were kept grounded by a blizzard.

Major General Cromartie has even called me twice, apparently he's feeling the heat to investigate this from someplace in that snake's nest of the MAD program. This investigation is being pushed by the Joint Chiefs themselves, and with the Congressional Committee up in everyone's business, this has the possibility to be a major disaster for everyone involved.

This might have blown up into an international incident with casualties.

Mitchell, I'm not going to lie to you, if they landed at the high altitude airfield at Alfenwehr, they ran face first into the guys from 2nd Group of the 19th Gas & Flame Regiment. That's a Special Weapons Program posting, and every investigation of that program and its personnel has been blocked by the Pentagon. From what I've been able to discover, the unit was reactivated the winter of 1983 (Q1FY83), and has been plagued with problems, including a mission/TO&E reorganization.

Go to Alfenwehr Main Post (It's a closed post, take your docs, since its Access List Only or Special Vehicle Dispatch) and check in with Echo Company, 981st Military Police Detachment. They should be able to assist.

Take your extreme cold weather gear and high altitude gear (You might have to borrow O2 bottles from the Ranger detachment at Wildflecken). Main post sits at 9,800 feet, and the 2/19th Special Weapons Group unit area is above 15,000 feet. Make contact with 981st MPs, then see about accessing the 2/19th SWG area. There should be a Rear Detachment to guard the classified data. See if the Soviets did do an emergency landing, find out what might have happened, and try to keep this under wraps.

Carol, be very careful. Special Weapons soldiers have a bad reputation.
