Here are some steps do draw a side fringe and a front fringe (I hope these are the right thing XD)
First one (side fringe)
1) draw the side fringe first with a part on one side of the forehead hair.
2) draw the side hair.
3) draw the rest of the hair ^0^

Second one (front fringe)
1) draw the front fringe in front of forehead, straight. (There can be messy hair)
2) draw the side hair.
3) draw the rest of the hair.
