4: Disagreements

"Secretary Ross has a Congressional Medal of Honour which is one more than you have." Rhodey pointed out casually. He and Sam had stood, both dark skinned males now pacing slightly behind Steve who had moved to the head of the small table with the accords in his hands, eyes scanning over the words. Tony too had moved himself onto a lounging chair, laying back as he listened to the two men argue.

"So let's say we agree to this thing." Sam resorted. "How long is it gonna be before they lo-jack us like a bunch of common criminals?"

"One hundred and seventeen countries want to sign this. One hundred and seventeen Sam and you're just like 'No it's cool'."

"How long are you going to play both sides?"

"I have an equation." The Vision interrupted from his place on a small sofa beside Wanda, who had Pietro sat on her other side.

"Oh this should clear things up."

"In the eight years since Mr Stark announced himself as Iron Man, the number of noted," He paused, glancing at Wanda, Pietro, Crystal and Ruby before continuing. "Enhanced persons has grown exponentially. And during the same period, the number of potentially world-ending events has risen at a commissioner rate." Steve raised an eyebrow.

"Are you saying it's our fault?"

"I'm saying there maybe a causality. Our very strength invites challenge. Challenge incites conflicts. And conflict breeds catastrophe. Oversight. Oversight is not an idea that could be dismissed out-of-hand." Vision countered with a small barely noticeable shrug.

"Boom."

"Tony, you're being uncharacteristically non-hyper verbal." Natasha commented as she turned her head towards the billionaire who sighed.

"That's because he's already made up his mind." Ruby piped up from the kitchenette, where she was leaning against the side with Crystal sitting beside her. Both girls had been silent during the debate, knowing their opinions weren't as valid as others. Either way, not matter what they picked, they were threats and they knew it. They were the strongest in the room, everyone knew it.

"Boy, you know me so well." Tony quipped sarcastically, standing from his place and joining the Duo in the kitchenette. "Actually I'm nursing my electromagnetic headache. That's what's going on. It's just pain, says Humphrey. Who's putting coffee grounds in the disposal? Am I running a bed and breakfast for a biker gang?" Tony grumbled, placing his phone in the fruit basket while Pietro snorted in amusement. However, everything fell silent once more when an image of a young man appeared from the phone, and Tony began speaking once more.

"Oh, that's Charles Spencer by the way. He's a great kid. Computer engineering degree, 3.6 GPA. Had a floor level gig. Intel plan for the fall. But first, he wanted to put a few miles on his soul. Before he parked it behind a desk. See the world, maybe be of service." Crystal tilted her head slightly, analysing the photo. Something about the boy seemed familiar. "Charlie didn't want to go to Vegas, which is what I would do. He didn't go to Paris or Amsterdam, sounds fun. He decided to spend his summer, building sustainable housing for the poor. Guess where?"

"Sokovia." Miss Evans breathed out, snapping her head towards Miss Jackson who dropped her own slightly. They had met him before, after sneaking out of the facility late one night to get away from Strucker. Tony nodded, glaring slightly at the blonde females before continuing.

"He wanted to make a difference I suppose. I mean, we wouldn't know because we dropped a building on him while we were kicking ass. There's no decision making process here. We need to be put in check. Whatever form that takes, I'm game. If we can't accept limitations, we're bounderless. We're no better that the bad guys."

"I'm sorry aren't you the one who is known for breaking rules?" Ruby snapped. "Aren't you known for pushing the limits of what's right?"

"Ruby." Crystal seemed to warn, not wanting this to get out of hand. Luckily Steve spoke up once more.

"Tony, if someone dies on your watch, you don't give up."

"Who said we're giving up?"

"We are, for not taking responsibility." Pietro added in quickly before the Captain could continue.

"These documents just shifts the blames."

"Sorry." Rhodey said. "Steve that, that is dangerously arrogant. This is the United Nations we're talking about. It's no the world security council, it's not SHIELD, it's not HYDRA." The Duo and Twin flinched slightly.

"No, but it's run by people with agendas and agendas change."

"That's good. That's why I'm here. When I realised what my weapons were capable of in the wrong hands, I shut it down and stopped manufacturing them."

"Yes but you had to become Iron Man first." The green eyed girl in the kitchenette spoke up, her curly hair covering her face. "You still use your 'weapons' as part of your suits. Your suits are weapons too."

"And besides Tony, you chose to do that." Steve added once more. "If we sign these, we surrender our right to choose. What is this Panel sends us some where we don't think we should go. What if it's somewhere we need to go and they don't let us? We may not be perfect, but the safest hands are still our own."

"If we don't do this now, it's going to be done to us later. That's a fact. That won't be pretty."

"You're saying they will come for us." Wanda shortened.

"We will protect you."

"Maybe Tony is right." Natasha finally spoke, causing everyone to freeze before turning to her slowly. "If we have one hand on the wheel that can still steer."

"Aren't you the same woman who told the government to kiss our ass a few years ago?" Sam questioned.

"I'm just, playing the field. We have made some very public mistakes. We need to win our trust back."

"Some of us don't even have trust in the first place." Ruby pointed out, only to be ignored by the elder group of heroes. Wanda and Pietro looked over sadly to the Duo, but Crystal simply shook her head with a smile, there was no time for sympathy.

"I'm sorry, did I just mishear you or did you just agree with me?"

"Oh, I want to take it back."

"No, no, no. You can't retract it. Thank you. I'm impressed by what you did. Okay, case close- I win." Natasha glared at the billionaire as Steve looked down at his phone with a sigh.

"I have to go." He muttered, standing and walking towards the door. However before leaving he walked into the kitchenette and towards the Duo who were watching the scene closely. Once near them the super solider spoke softly so no one else could hear. "You have my trust and I will protect you and the Twins even if others don't. You aren't dangerous anymore, that's the image Strucker painted about you both. You're good people girls, just remember that." And with that he was gone, leaving the pair in a stunned silence."

A lot of talking and I know the Duo aren't very present in this Chapter but they will be from here on out!

I finally have some free time to write so hopefully more chapters will be up soon, thank you all for being patient with me.
