Mukuro: Trillions of years before the known universe came to be, the anarchistic Bill Cipher was originally a resident of the 2nd Dimension who hated being in a "flat world with flat minds and flat ideas". Thus, favoring chaos and destruction over anything else, he "liberated" his dimension into oblivion while assuming a 3-dimensional state. By fate, Bill learned he is destined to spread his chaos into the known universe and influenced humanity via their dreams to bring him to their reality as a corporeal being and plunge Earth and the cosmos into utter chaos who no regard for ultimately destroying it. Despite brief setbacks, first, the Oregonian tribesmen of the land that Gravity Falls was founded on and then Stanford Pines, whom he tricked to built a portal for him, the inter-dimensional demon bides his time until the chance to evoke Weirdmageddon presents itself.

Junko: That was a bit of a long introduction, Sis... let's shorten it up a bit next time.

Mukuro: Oh! Right.

Junko: Still, Weirdmageddon is right! This guy is incredibly strong!

Junko: He's strong enough to lift the Fearamid with no issue at all, tear through metal from a Mystery Shack Mech, and even knocked out the Time Baby with one punch! Yeah... Gravity Falls is weird.

Mukuro: He's even stronger in the Mindscape, which is the area within a person's mind.

Junko: But thanks to a certain Interdimensional Rift being destroyed, he can use those powers outside the Mindscape as well!

Mukuro: Bill is fast as well.

Mukuro: He probably is faster than light... though in the Mindscape he can go as fast as he pleases thanks to his reality warping.

Junko: Of course, since the Rift was destroyed, he can do this in the real world too. He can go anywhere from fast to near-instantaneous with his speed!

Mukuro: And He is incredibly durable.

Junko: He can create shields to protect himself and can regenerate almost instantly. He can take punches from a four-story mech and was only stung by his reflected eye laser! 

Mukuro: He's also resistant to reality warping and any space-time attacks.

Mukuro: Bill is cunning and manipulative, with knowledge of both the past and future. He has knowledge of everyone and everything across every universe and dimension. He's always watching everyone... even the audience watching right now. Wait, doesn't that mean he's watching us?

Junko: Pfft please... 

Bill: Of course I am!

Mukuro: What the-

Junko: Oh yeah, classic fourth wall awareness. You better get used to it.

Bill: With my reality warping powers, I have full control over... reality! I can control time, space, and matter! I can turn a brick into a million snakes! Or a hat into a giant cannon! Or humans into stone! The possibilities are endless!

Mukuro: Bill can fly, teleport, fire off lasers, travel through alternate dimensions, and much more.

Bill: I also have a healing factor!

Junko: Ew. But yeah, while the events of him getting harmed may be rare, he can heal through any damage given to him. 

Bill: I can make clones of myself!

Bill: Change my size and shape...

Junko: From small to big to gigantic.

Bill: Or even summon fire from my hands!

Mukuro: He normally uses blue lames, unless he's angry in which the flames turn red. He can move things with his mind and even read the minds of others... but his most unique ability comes from his Madness Bubbles.

Junko: It's basically in the name of what they do. Direct contact with these babies can drive a person insane! Though most people can resist its effects.

Mukuro: And then there are the deals he makes.

Bill: That's right! I'm always willing to make a deal, mostly with those who are truly desperate! 

Mukuro: Once he makes a deal with you, he has complete access to your mind. Even being able to control it to some extent.

Bill: I can even enter your body and possess you!

Bill: Though to do that I'll need to take the soul out of my victim- I mean "client's" body. Oh well, that's no problem at all!

Junko: Though he can still be knocked out of your body. 

Mukuro: Not only can he possess your body, but he can also gain full control of your dreams and access to your memories.

Bill: Don't get me wrong, I have complete control over one's dreams even without making a deal! It's just that it's stronger when I've taken over one's mind! If I wanted to, Mukuro, I could even give you a nightmare that will haunt you for ages!

Junko: As great as that sounds, Bill still isn't without his weaknesses.

Junko: He's a bit cocky and may not take a fight seriously at first... sometimes stalling when he knows he has the upper hand. 

Mukuro: He also needs to make a deal with his victims if he wants access to their mindscape. Issue is that when in the Mindscape, his opponents can conjure up whatever they feel like as well.

Junko: Which is how a middle-aged man managed to punch him out of existence while his mind was being whipped.

Mukuro: If you think about it though, arguably anything with Mind-Altering powers can destroy him in the Mindscape.

Bill: But that's gonna take a lot of tricking to do! And it's gonna take a lot to destroy an Illuminati triangle like me!
