LJ's carnival's weather depends on his mood, and how the carnival looks depends on how the other person there perceives it. For example if LJ was in a good mood and with a child that thought that the carnival was an amazing place if endless fun it would be warm and the carnival would be in perfect working order, however if LJ was in a bad mood and with someone who saw the carnival as hellish and scary the weather would be bad - likely raining and maybe even stormy - and the carnival would appear run-down and creepy.
