All of the pastas that live in the mansion signed a contract before they were allowed to stay. Pastas that don't live in the mansion haven't signed any contract and therefore have no obligation to do Slender's bidding. The downside to this is that they have to fend for themselves against the creatures that live in Slender woods, or live somewhere the police could find them.
