Conrad Maxwell is poised to assume leadership of his family's criminal organization following his father's retirement. During a meeting at the family's new restaurant, he encounters Theodora Lane, a fashion designer who immediately captures his interest. Mistaking Conrad for someone else, Theodora publicly insults him and dumps a glass of wine on him.

At the time, Conrad is negotiating with Randy Dalary, his arms dealer, who threatens to sell Conrad's weapons order to his rivals for a higher price. Reacting swiftly, Conrad kills Dalary upon learning this. Through his investigators, Conrad later discovers that Dalary was in contact with Miller, a rival clan leader.

Conrad is also a member of 'The Circle,' an elite alliance of American mafia families formed to combat the Syndicate, led by Dominic Rossi. Dominic, of Italian heritage, heads one of the oldest and most powerful mafia families in the world, now based in the United States. As the American families challenge his operations, Dominic is determined to regain his dominance, prompting the formation of The Circle.

The Circle is led by the Hudsons, specifically Devin Hudson, who is missing in action after killing his second-in-command. This absence elevates Conrad, the vice-chair, to a leadership role within the alliance.

Dominic's younger brother, Damian, is secretly plotting to overthrow Dominic and assume control of the Syndicate. Miller seeks to align with Damian to become his partner in ruling the Syndicate. Meanwhile, the Black Talons, a rival group, attacks one of The Circle's weapon warehouses. Conrad and his allies manage to regain control and capture a member of the Black Talons, who reveals that Marco Santini leads the group. Conrad suspects Marco is receiving substantial support, possibly from Dominic, due to the sophisticated weaponry used in the attack.

With both Rossi brothers independently targeting Conrad, he finds himself under constant threat. After killing Randy, Conrad needs a new arms dealer amidst the ongoing gang wars. He turns to the Baron, an old friend of his parents with a history of animosity towards Miller, who agrees to support Conrad against the Rossi brothers.

Amidst the chaos, Conrad and Theodora develop a romantic relationship, much to the displeasure of Nate, Conrad's second-in-command, who believes Thea is distracting him. Theodora, with her own hidden connections to the underworld through her father, finds herself drawn back to a life of danger and excitement.

Conrad's mother, Skye Maxwell, is adamant that no woman gets close to Conrad without her approval. She has a history of removing any potential romantic interests who do not meet her standards. Despite this, Conrad and Theodora begin seeing each other secretly, confessing their feelings and continuing their relationship without Skye's knowledge.
