Open up PicsArt. Open up the '+' at the very bottom and click this picture.

After you've done that pick six pictures that have the same color. I chose these.

Add those on the template like this.

Press apply. After that click the next button and save it to your camera roll.

Next thing to do is open up Polarr.

You can make your own filter, but you can use the one I made, which is this one.

Open up phonto and add your title. Save it to your camera roll and go back to PicsArt. If it still there. Delete your last edit. Open up the picture you just saved.

Go down to effects. Click on blur.

Go all the way to the end and click radial zoom. Don't press apply! Go to the very top and click the eraser. Erase everything, but the title
