Go to Picsart
Open the background image (it's gonna turn out as a png so a solid color background would work nicely)
Add the image you want to be cut
Click the pencil in the top right corner

The lasso tool works better for me but you can use the pencil tool

Trace the thing.....

Then press the checkmark and vouála
