"Ah! What is this?!" She gasps.
"What is what?" Haymitch says as he walks towards her spot at the open door.
"That water.. coming from the sky." She whispered.
"It's rain.."
"Rain-rain." She repeats. "I've never seen rain before."
"You mean to tell me a big shot capitol girl like yourself has never seen rain before?!"
"The Gamemakers, they were in charge of everything. Including the weather." Effie sounded like she was far way when she said it.
"Come on then." Haymitch says in an almost gruff voice as he pulls her out the open door.
"Haymitch!" She shrieked "we'll get soaked!"
"Don't worry about the clothes Doll, they'll dry." He said with a smirk.
"Besides everyone should dance in the rain at least once in their life."

I really like the idea of Effie never seeing rain before. Since the Gamemakers really were in charge of the weather and pretty much everything else I doubt the capitol people ever had the "inconvenience" of rain.
