Why is he sorry?

Because he feels guilty.

Guilty because he knows his best friend.

He knows his best friend hasn't seen the girl he loves and his daughter in years.

Because he's the one that sent Sasuke out on this mission.

Because he knows Sarada misses her dad.

Because he knows Sakura misses her husband.

Because he knows Sasuke misses his daughter.

Because he knows Sasuke misses his wife.

Because he knows Sasuke hasn't watched his daughter grow.

Because he knows Sasuke hasn't heard Sarada's or Sakura's voices in the longest time.

Because he knows their feelings.

Because what other clan cherishes love more than the Uchiha clan.

Because after this conversation is over, he can go home to his wife and kids, but Sasuke can't.
