'Powers/Abilities'
Superpowers:

Hydrokinesis: they can manipulate water anywhere in a forty foot radius. They can make it in the shape of noodles or donuts or mini cyclones. They can move it faster or slower, though more on that in weaknesses.

Flight: Eden can fly up to 130 miles per hour, though this can really only be achieved above the buildings. They can make figure eights or turn tight corners if they're slow enough. 75% risk of them diving into danger to rescue someone when they aren't sure they'll make it in time.

Super strength: I'm a sucker for the carrying-the-injured-comrade and/or romantic interest away from danger trope. 5000 lb lifting strength maximum, enough to lift a family in a car out of harm's way.

Super-Weaknesses to those Powers:

COLD!: they don't have any powers to heat themselves up and sometimes insulation just isn't enough. Changes in temperature make them lose control of the water, and New York winters are notorious for this. It doesn't help when they go from wet tides to blistering winds

Radius: anything outside of forty feet, they can't manipulate

Blackout: when they're controlling water, their vision changes to seeing only water. They can sense people within ten feet this way, but rain impairs this, and metal fixtures and other waterless things don't show up. This only extends out to 40 feet to find water.

Bubbles, cannons, noodles, and tunnels: trapping people in bubbles of water requires constantly keeping the water moving in a sphere to keep them in. They can't use it long enough to drown someone, but they can use it to launch them back a good fifteen feet. Noodles are used for whacking and disorienting. In the case of acid or gaseous attacks, they can form tunnels or hollow bubbles to protect civilians. This leads us to the next weakness

Contamination: Eden is often threatened with a tickle in the back of their throat when they manipulate water, and it's no secret that their occasional coughing during waterfront confrontations is due to the state of the Hudson and East Rivers. They can't manipulate sewer lines without hunching over in a coughing fit

Time: they can manipulate a bottle of water all day, but holding up 12,000 gallons of water (the maximum amount in a 40'x40' cube)? When they can't even breathe because they're submerged in it? You've got maybe two minutes, and you'll have to rescue them after because they will be knocked out.

Altitude: related to COLD!, this is an atmospheric disadvantage. They need to breathe, and the air gets thin and cold. Without breathing equipment, 8000 meters high becomes a death zone

Stamina: their strength and flight may be advanced, but their stamina is human. They will succumb to exhaustion.

Deadlift: 5000 lb maximum. And that causes a ton of strain.

Non-Super Abilities:

Boxing: they take boxing lessons

Charisma: they're charming, full of quips, and love to take pictures and autograph things

Chaos: they're ruthless to villains and criminals, and aren't afraid to kill them. They did this on their own. They should know the consequences.

Sponsorships: they'll do commercials or pull a villain up with water and say "ah, now that's Aquafresh" or "this Red Bull has some wings! Yippie ki-yay, motherfucker!" and off they're thrown

Non-Super Weaknesses to those Abilities:

Bad for business: punching teeth hurts and they don't have resistance like other heroes

Never alone: someone is always watching when they're wearing their mask, to the point it brings Eden paranoia. Even as a civilian, they feel like people are watching

"Too bad": they're not one for mercy when it comes to defending New York. Some would rather see them dead for killing criminals, calling them a coward for hiding behind a mask. Vigilantes are subject to the whims of the media. They don't have Nightwatch to sway directions.

Understandable reliability: they can lose sponsorships for things they say or do behind the mask

Weapons/Tools/Misc Equipment:

Water lines: along their suit are rows of water. Their suit is designed like corduroy, with water filling the slots under lines of plastic. When it's needed, you know inflatable tabs? It has those and they pop open to release the water.

Water stuffing: their suit has pouches under the cosmetic fabric of the wetsuit layer for water padding. This is as much for hiding their identity as it is for an emergency water reserve. Also to help with gender dysphoria.

Vocal distortion: three vocal pitches are used: one feminine, one neutral, and one masculine

Um, as for weapons and tools, a bo staff to keep people at bay.

Overall Skill in Combat: Considering they don't have bullet skin or super durability? 6/10

Alias' Costume: a blue, white, and dark gray suit with orange outlines and smooth wavy designs like a diver's wetsuit. Their full face mask has a fake shoulder length blond wig with an emergency release in case someone gets a bright idea. They also have a much shorter wig for an undercut look.
Tattoos/Scars/Birthmarks/Etc:
Extra: constantly windswept hair and a barrage of freckles don a bright and smiley face.

Backstory:

Eden was raised in Philadelphia, Pennsylvania, or as they knew it later, the only city to actually get a decent Philly cheesesteak in. They took field trips to the liberty bell, learned far too much about the founding fathers, and pretty much enjoyed life as a normal kid.

Then puberty hit.

For most people, it's a traumatic experience. For Eden, it was catastrophic. They were in an aquarium when a certain nightmare hit, and with subpar sex education and parents who thought secrecy until certain changes happened was the better option, they thought they were dying. All the pipes in the immediate area burst when they screamed.

They flooded the Adventure Aquarium.

Their parents moved to New York after that, which made teen angst spiral. Eden only meant to punch a wall. It gave way and they fell with it thirty stories down. Their parents didn't tell them their dad had super strength. As they fell, only one thought clouded their mind.

Stop.

And they did. They hovered in midair twenty floors above a bustling street where car alarms were going off. A vigilante was called to the scene and helped them back inside because Eden was too scared to move and just staying alive was taking a lot of focus. Luckily, no one was killed.

That night, Eden's parents told them they were adopted.

Yeah, no surprise there. Eden's parents were human. They...weren't. There was more that set them apart though. Eden always had a feeling something was different about themself, some kind of disconnect between them and their parents. Their parents were so sure they were female and male. Not like them. It didn't feel right. It never did. They brought it up to them and it was "silly", "just a phase", and, eventually, "no way for a lady to act".

It wasn't the powers, or the damage, or the adoption, or even being a sidekick. It was experimenting with gender identity that was "too much" for Eden's parents. After their assigned vigilante, Emblem, found out they'd been left to the curb, they were "adopted", or as much as they could be without papers signed, and Eden never looked back.

Emblem and Pisces were a dynamic duo up until Emblem retired and moved to Florida. Pisces transitioned and bought their first apartment.

Happily ever after, right?

No.

Eden's story is just beginning.
