She can just make people feel emotions she wants them to), seduction (goes with the emotion control, but basic she can make people be seduced by her), fire enhance (doesn't control it, but like most things when she's around it it seems to burn much much brighter and stronger.)

Her sister: clary- she was her twin sister who died when they were ten. When clary died Cecil had a complete personality change
Her brothers: two older brothers who were also twins named Jon and Eric. Both were trickster types who caused tons of chaos in their town. Jon died leaving Eric alone when they were In Their twenties

Personality: she's a tempting person through and through, but only out of boredom. She likes to enjoy her time with family and friends. She's a party animal surprisingly, although she mostly enjoys the alcohol and dancing. She can be sweet and kind once you're someone she cares for, but until then she'll treat you with a distant vibe. She thrives in chaos
Backstory:
Cecil grew up to be a perfect house wife, acting a certain way, speaking a certain way. Always behaved.  When she was a child she was bubbly and exciting and everyone loved to be around her, but when clary died she completely changed. People still felt driven to be around her but it wasn't because she made them feel good, no they felt a need to make her feel good. Everyone felt pity for her and kept comparing to her twin, saying the dead sister had a spark that Cecil now lacked.
Her father was to blame for her sisters death. He had drank too much one night and beaten the poor girl to death infront of cecil. When he realized Cecil had seen he forced his daughter to secrecy and became abusive towards her every time she even spoke her sisters name. Her mother was half way comatose, or af least acted that way when anyone asked her about her family and what really happened at their house.
Cecils brothers were her only protection. They had to step in and stop their father several times, up until Jon was shot in a bar one night and Eric was left to protect everyone alone. When Cecil became 17 her father tried to marry her off to a 27 year old man. Erin wasn't going to let this marriage happen so the night before the wedding he shot her future husband and then their father.  The siblings went home that night to find their house in flames due to their mother's forgetful nature. They both rushed in to save her but both failed and died along with her
Despite this, both siblings woke up the next morning in a dark woods. A man stood before them and told them he had plans for them to become his helpers in punishing those who deserved it. Both siblings had become immortal so long as they continued their task.
Cecil was made to punish those who were lustful against children or who would rape
Eric was made to punish those who would harm innocents and use others for personal gain
