Just a few ideas for Monique. 

1. Relatives. So I did make mention of either relating Gibbs and Coulson or Vance and Fury. Part of me prefers the Coulson link, because that could have been how Monique got interested in Shield. That maybe Coulson is Gibb's younger half-brother through Jackson. Coulson's date of birth would have to change from 1964 to 1970, given the timeline change already in place for NCIS, Gibbs will have been born in 1957 (instead of 54), and Gibb's mother didn't die until he was 14 (1968), so it gives some leeway for Jackson to meet someone and have another kid. Coulson would be his mother's name, so maybe Jackson and her broke up at some point and divorced and Phil just took his mother's name. 

2. Powers. Obviously, Monique is 100% human. But maybe at some point, there is some kind of experimentation or it can be the terrigen thing. Or not. She can just be a Shield agent like Nat and Clint. 

- Also to link with NCIS, maybe it is some Naval scientist that's working on creating 'super soldiers'. Either Monique is sent in undercover and ends up getting 'jabbed', or she infiltrates and gets caught and 'jabbed' with it. (If Super solider, then injection would make the most sense)
