Her name is Penelope Garcia, her nickname is Baby/Baby Girl— sometimes Angel.

Hikaru got the idea for Penelope Garcia after his girlfriend, Satsuki (who belongs to SpamChan), suggested it after he called the puppy 'Baby Girl'.
