So, Jensen planned to kill them. Although, he knew it would be nearly impossible to kill them.

But, he had managed to go to the sheriff and she had given him access to a gun. But, only out of guilt in killing Jeremy.   She had given him a few vervain bullets.  She had given her condolences in Jenna and John's death.
