Then Martin Da Rosa, the schools foreign exchange student came along,he was also like her a loner but this time everyone knew who he was so he wasn't completely alone.

They never crossed paths or gave each other a second glance. That was until the law decides to dig deeper, the population is decreasing and there need to be enough people for the next generation and there would be 15 chosen schools in the US who will get that opportunity. All I can say in the story is don't blame anyone else, just blame the law.
