Rei is friggen stupid- shes street smart but not book smart. Her power doesn't rely on smarts tho so I'd say 7/10 because it requires technique and she has to be good at fighting with staffs/swords.
August is a good 8/10 and he's smart. He just needs material around him and an idea of what he wants to make.
Twins 5/10. Haruhi is dumb and Hino is smart. They have both halves of todoroki so when they're partnered up, they can do a bit of damage
Eve is 10/10 but she's only a baby.

Kirimina

Akane is a good 9/10 because it's a defense and offense.
Iro is just a different version of Mina but he's an ice skater so 7/10

Miruhawks

Dove has two mutant parents... her quirk is rabbit so I'd say 7/10 cuz it requires skill and building up to get to Rumi's level. She's only a bit faster and stronger than Rumi but that's because her dad is Hawks.

Iidamei

3/10 it's just teleportation, nothing special.

Kamijirou

Stormi almost killed her brother- 8/10
Riitsu is quirkless like his grandpa.

Dabi x Toga

Serious skill is required for this quirk. The amount of blood necessary to incapacitate an opponent, the area he needs to cut to get more blood, the agility and flexibility he needs to have to get a hit on someone. 10/10 but Roman doesn't know all the perks of his quirk yet. He is at at least a 7/10 with his progression.

Nejitama

Amai is a 7/10 but her technique makes up for it.

Phoenix is a 5/10 but he's good at using it.

Mt.Kamui

10/10 but she lazy and dumb.

Ryushot

Megami is a solid 10/10. Her technique is amazing as well.

Daenerys... overwatch players. Her quirk is basically Genji Shimada's ult but she doesn't have a sword or magic words and treats it like a pet. It's basically Dark Shadow. So 6/10 because it requires communication with the dragon that Dani called "Rhaegal"

HitoRei

Rosa can control both people and objects. It's a perk of having Reiko's quirk but Shinsou as a dad. I'd say 5/10 cuz it's kinda hard. Have to get the DNA of a person, meaning she has to fight, and she has to have objects around her.

Tetsukendou

Elliot is a good 7/10. He has his dad's quirk.
