ABLITY:
Anything [Hieropahnt Green] touches with its fists, tentacles or the emeralds from Emerald Splash will be frozen in time for 5 seconds. After these five seconds are up it will continue as if nothing happened.

Anything Kakyoin freezes in time he can move/manipulate while it is frozen.

Oh - and of course, he can move through time stop by freezing himself for 5 seconds. Anything frozen will move through time stop when the five seconds is up.

STORY:
While running through Dio's mansion   - the arrow sensed Kakyoin's presence and followed him. Somehow the arrow ended up in his hands - he was unaware of what it did. He tossed it aside: but it followed him  outside.

During the 20 Meter Emerald Splash the arrow moved through the air: and stabbed Heriophant. This of course - took Dio by surprise-

And boom.
Kakyoin wins.
