Neo is an anthropomorphic wolf from the Water District in Blu's World. She is a dancer who is also known for singing in musicals or plays.

Neo has a glowing pattern on her face which allowed her to navigate the seas back in the Water District. Back there, she lived in the coastline.

But she developed a dream of singing and dancing so she travelled around the districts to perform.

Neo also dreams of going to Blu City, as it is the capital of Blu's World. She hopes to go there someday and showcase her talents in front of its citizens.

Neo met Pentagram in a restaurant where Penta noticed her and they got to know each other. Neo sees Penta as a good friend, unaware of Penta's love for her.
