Izumo got annoyed with Mt. Lady as she was out staging everyone and she was making her children to be very uncomfortable making her to think of something and she had asked her grandparents to have a cylinder to be prepared as she's sending down a Heroine with a gigantic Quirk, they got ready very fast as Izuko went to the city personally.

The ghost-like thing was inside already as her eyes and ears were closed off to her as her costume's not on her body as milkers were on her breast making her to gasp as one of the tentacles wraps around her stomach.

The other three tentacles entered her; two from around her stomach above the entrance and one below her making her to be fucked by them. Then the milkers started to suck on her making her to not handle it as energy's being gathered as the ghost-like thing kept thrusting inside of her before stopping all movements.

Lady to faint from it all as it's too much for her to handle and bare as cuffs around her elbows kept her up and from falling over making her to be stuck good. From Mt. Izumo had to order her grandparents to have more built before those got full making the two to have one hundred extra generators which can keep the place going until they needed more as Mt. Lady kept making them get more energy than they know what to do with which is major for them as the females Izumo sent always get a six days break to recover.

It took her fifty cums to fill ten generators, but the Underground City had over two thousand which's two thousand, five hundred making Mt. Lady to be the main source of the energy cause of this making the city to have a lot of energy before they had to let her go as it's going super fast over night making Mt. Lady to be let go by morning.

Mt. Lady's energy's was true strong making Izumo to wonder if her lights can be use to replace the other lights they used to see around the city making her grandparents to think about it as her lights were very powerful than what they know in the city. Izumo leaves it be as the female teenagers follow the rules and with them bringing in new Quirks for down before, it's there job to do so with other's looking after the children once older. Izumo's grandparents were shocked by this as this just brings in new civilians without the upper city knowing about it at all, but Izumo also made sure they're data base of civilians were added to the upper one.

"It's to still hide, but make it look like they live in an apartment somewhere else as I know that ten thousand of the teenagers here wanted to go to UA and the other large Hero schools, so I noticed unused classrooms and got them to be in there making it to be easier as this will bring more civilians in by marriage without them even knowing it.

Plus new Quirks as well, too if they avoided each other unless they're dating already which I think about ten percent of them are and they're in the same schools together. Makes it easier to keep them together as it'll make the civilians to be happy." Both were shocked as Izumo had ordered them to study and to keep working hard to listen to the teachers making them to obey.

Izumo had to explain everything in the plan and had cloud clones helping them into the schools as she sneaks in and placed them in a new classroom and had new Heroes hired to be their homeroom teachers and teaching other subjects which made the plan to work perfectly as Izumo wonders if anyone even noticed this even happening at all.

Many get to bring new blood in and get money for the place that Izumo helped with as she gave the money and did a bank down below to make it easier on them all as only those in the city can sneak the money in once they got it as Izumo has it disguised as a robbery as she has the trunks and the money for them to steal to bring down to the city.
