Fun fact: This is the one thing I do know how to do on my phone.

These are the three apps I use:

Superimpose is for sizing & placing text on top of an image, Phonto is for creating text, and Polarr is where I get my filters from!

It's usually very easy to find HQ pictures of the celebrity you want (if applicable) by searching "____ photoshoot" in Google. Usually a fansite will pop up that has high-definition pictures! You can go to their photo gallery, choose "photoshoots", and go from there.

This is what each of the apps looked like as I was making the old cover for this book:

(A note: I got the text to look like it's behind the person by using the foreground setting "color burn" on Superimpose and erasing what text still shows through the person's clothing/hair/skin/etc).

The font I use is Arial Bold. I also decrease te line spacing so the letters touch on the top & bottom.

You can download tonnsss of Polarr filters from around the internet and use them for various things. I have some books in my "other" reading list where people post their filters, but I also LOVE the ones by @/pclarrs on Instagram! They're absolutely gorgeous and I probably have at least 40 of their filters. You can screenshot the QR codes, import them into the app (open a photo in the app, go to styles > import style > import from camera roll) and just select the "custom" tab to see your imported filters.

Once you get your theme down and familiarize yourself with the apps, it will take you a significantly less amount of time to make your covers (if you also find a good photo of the person you want). This cover took me about 5 minutes!

And no, I'm sorry, I cannot make you a cover. I'm very busy and making graphics takes time. However, there are lots of open cover/graphic shops where you can request one to be made for you!
