My reaction would depend, regardless if it was Tobi or Obito, I'd ask both of them the same question; "Can I help you?", if he walks in there with his Tobi personality, first it's the help question. Then, I will curse him to hell and call him a perv, and I'd throw a shampoo bottle or whatever at him and tell him to leave. If it was normal Obito Uchiha, basically the same, but I wouldn't tell him to leave. I'd call him a perv, again, and then I'll just keep looking at him to make the situation even more awkward and hope that he leaves.
