The question is what kind of punishment should be face. What could be adequate for the juvenile.

Should he be locked away? Put in Iron Heights, Argus or whatever advanced prison for the rest of his life? Left alone in the Vanishing Point or out of time? Or put in speed force, or having time wraiths come for him... Or the Legends or their associates. Or maybe taking his speed permanently.

It was up to you to suggest on what should be his penance. If he could ever change.
