-he was once one of santa's elves but he went missing and got frozen in a giant icecube like jack frost and died and came back blue ooo s p o O K   Y

-he lost his hat and jacket so nobody realised he was one on santa's elves

-he has a magical stone becuase  w h y  n o t

- it makes him magical

- so he has magical snow powers so he's pretty much a fusion of jack frost, elsa and one of santa's elves
