Ok so I think Charlotte/Charlie is the girl who lived in the crying child's house, probably his sister? And the father is actually purple guy.

Then I think she reunites with the people the crying child met on his way back home, like the kid in the parking lot, the girl on the sidewalk, the boy by the road, the girl in the park, and the boy on the road.

What do you guys think?
