In a number of simple steps

#1: Draw the outline of your eye

#2: Draw the pupil

#3: on a seperate layer below the outline, add the color

#3: on the same layer, get a lighter variant of your eye color and add a ring around the pupil

#4: on a layer above all the previous layers, add a white oval crossing over the pupil
