How he ended up: He was caught by people looking into how the weather man always knew the weather exactly. 

Powers- changing the weather. He can't make tornadoes but he can make the conditions for one and see if it comes. He can also tell what the weather is up to the days in the future. He also has the ability of super speed

Strengths- He's resilient to temperature and environmental changes. The weather doesn't tend to effect him unless it's like a really bad storm

Weaknesses- He becomes really upset when he can't be outside. It messed with him and makes him vulnerable
