The CIA team of four is essentially the other half of the FBI team, also a counter terrorist unit although they rarely get involved physically. The mostly deal with intel gathering and operate outside of the USA. 

The FBI and CIA team did work together a few times, and even trained together as well. They work with Laswell sometimes but their overseer is General Shepherd (going to get spicy).
