Small(ish) head-canon:

When a personification experiences a riot of any sort, they are usually affected. This is because a large amount of their people are feeling negative, and using it for violence. The personification will feel more stronger and enhanced emotions. So the larger the riot, the more affected the personification is.

[Germany's POV]

-A week later-

"What does that one mean?" The UK asked.

Reaching over the table, the European country pointed at a lone toy solider in the Middle East.

Just yesterday, Europe and half of Asia were called in for a meeting by UN. Many, including Germany, expected to find the organization here. Imagine their surprise when they found out he was not.

After much bickering, the countries decided to call UN. NATO and WHO had picked up, simply telling the countries to move on with the meeting without them. It was weird at first, but no one questioned it. It's not like they were solely dependent on the organizations, anyway.

In the end, Germany took lead over the meeting. He brought up topics the countries were obviously called here for, setting up a world map and laying out dozens of toy soldiers. Despite the controversy of whether a war was upcoming or not, they all agreed on one thing.

They needed to be ready.

Whatever happens and whenever it happens, they knew they could not be caught by surprise. It would be a mistake that may cost thousands, even millions of lives.

Most of the countries have learned their damn lesson.

History could not repeat itself. Germany was going to do whatever he could to make sure of it.

The meeting was currently stationed in Berlin, Germany, located at the personification's UN building. Germany's meeting room was less flashy than France's, shaped as a plain rectangle with tan-colored walls. One wall had tall and large windows built in it, while the wall across it held entrances and exits outside the room.

Inside, Germany had placed a huge rectangular table with dozens of chairs around it in the middle of the room. Countries from all over Europe and Asia sat with unease. The room was full of tension, many countries united through similar worries.

Germany glanced over at the toy soldier the UK had pointed out.
"Oh, that?" He asked. "That's the troop we sent out to protect the Middle East. I plan on moving it back though— I doubt they will need it as much as us."

A few murmurs of agreement passed throughout the room. The decision made sense to them. America would be gunning for the countries that would stand a chance against him.

One country though, was still unsure.

"And you're positive America won't attack the Middle East?" Turkey asked. "Taking away the troop will leave them completely vulnerable against American forces."

Germany thought for a moment.
"I'm positive." He replied simply.

"I doubt America will attack anyone, anyways." Poland butted in. Staring at the map, the personification was deep in thought. "America is one of the few countries who founded the United Nations. The United Nations was created to keep the world peace."

China, a few seats away, nodded.
"我同意." He said. "Even looking from a statistical standpoint, starting a war would not be advised for America's economy. And America is smart, yes?"

"I just think it's better being safe than sorry." Italy countered, crossing his arms. Spain, sitting to the Italian's right, hummed in agreement.

"America is getting more unexpected by the day. His country is in a panic, and his leaders are not exactly known for making good choices during an emergency. At least... not anymore." Spain pointed out sheepishly.

Germany turned back towards the map, thinking. Spain had a good point. A country in panic meant bad news. When a country was in panic, almost nothing they did would be predictable. Sometimes that factor was good, but most of the times, it was bad.

"How about we try and help Америка?" Russia suggested. "We can try and get his country out of this, uh... стычка. да, it will be more of a hassle, but if we have his country under our control, there will not be more world war."

"And if he doesn't accept our help? You know how stubborn America could be— both the personification and the country as a whole." The UK said, shooting down Russia's idea.

"Well then what do you have in mind?" Russia frowned, upset. Germany, along with many other countries, could feel the room starting to fill with tension.

"Not try your idea that is." The UK scoffed.

"Gah, I think we should just attack America first." Spain exclaimed. "That way, we don't get caught by surprise and we end up having the upper hand!"

France, horrified by the idea, immediately shook his head. "That's a horrid suggestion! What if America was never planning to attack, like Poland and China pointed out?"

"Oh yes, because shooting a dozen of our citizens is definitely not a declaration of war," Spain mocked.

France's face turned red, his eyes flashing. "You—"

"—France! Spain!" Germany shouted, interrupting the two as he finally decided to join the conversation.
"Please, calm yourselves. We did not come here to fight like children."

Germany sighed.
"I think we're thinking too much." He said. "Let's think simpler. Who here has talked to America?"

The room went quiet.

"Well, I mean, some of us have tried to," The Philippines spoke up.

The filipino personification was seated at the furthest end of the table, seated in between a few other east asian countries. Almost immediately, all eyes moved onto her. But instead of drawing back at the intense gazes, she puffed her chest out confidently.

"He hasn't responded to anything." The Philippines went on. "It's been like this for weeks."

In reply, the room filled up with various murmurs. A few comments here and there agreed with the Philippines, telling of a similar story.

"How many people here have been ghosted by Америка?" Russia asked.

Close to a dozen countries raised their hand.

France.

The UK.

Japan.

Korea.

Even Germany moved to raise his own hand.

"Well then, let us go ahead with my idea!" Russia exclaimed.

The UK groaned, dropping his hand. "Just give up on that idea already, it's not going to work! To America, you would suddenly be lending mainland help that you've never offered before!"

"And not to mention, but you're also kind of his enemy." France added unhelpfully.

"Well, what else are we supposed to do then?" Belarus asked, retaliating for Russia. "It is not like anyone has any better ideas."

The countries continued to put each other down while presenting new ideas, the ideas in question slowing changing from reasonable to the most horrible suggestions Germany has ever heard.

Germany sighed, rubbing his temples as countries yelled around him. They weren't going to get anywhere at this rate.

What were they going to do?

"Everyone, I will call America!" France shouted, his voice cutting through everyone else's. "If America does not pick up, we will go with Russia's idea."

A few countries quieted down respectfully for France, but there was still a bit of doubt.

"France, I'm not sure," UK frowned. "This is a weird way to make such an important decision."

"I agree." China said.

France shrugged, "I mean— we've all pointed out that none of us have any better ideas. This decision needs to be made now and this is the only way we can choose while also considering everyone's opinions."

Germany mulled over it.
"Fine. Call him."

France nodded, beaming. He reached into his back pocket, pulling out a sleek black phone. Everyone watched intently while the personification scrolled through his contacts, finding America's name and pressing it.

The phone rung once.

Twice.

Three times.

France's face slowly sunk as the phone continued to ring, before finally going to voicemail. A pre-recorded message of America's voice rang out through the silent room.

"Hello! Sorry for missing your call." America apologized, before laughing. Static underlined his voice, almost mocking the group at how close they were to reaching the Northern American. "Please leave a message after the beep and I will return your call as soon as I get back. Thanks!"

The phone beeped.

It was quiet for a while, most countries just staring uneasily. Some countries though, had more obvious reactions. No words could hide their crushed expressions as the small hope they had was crushed in front of them.

France's eyes were unseeing as he finally spoke.

"So I guess that gives us our answer."
