Chapter One | Mayor Griffith

[AUTHORS NOTE]

I CANT BELIEVE I'M WRITING THE THIRD BOOK IN THE REBEL SAGA! OH MY GOD! I just can't believe it! I'm so excited, and I've grown to love Quinn so much! Gah! I feel like a mom at a kids graduation! I'm just so proud :')

Quinn stood by the door of the train, waiting for it to come to a complete stop. She could feel the eyes of the peacekeeper standing behind her staring at her. Just waiting for her to do something wrong, but she did nothing except for fumble with hem of the blazer she had been wearing since the games ended. The material was smooth, and was enough to distract her until the train finally came to a stop- Quinn glanced out the windows and saw the familiar walls of the District Four platform. It seemed like it had been years since she had been there, the thought of being there seemed like a foreign idea. When she left District Four with Orion and the others, she had expected that to be the last time she ever set foot inside the fences.

Quinn didn't trust the logic behind Snow's reasoning in sending her back to District Four? Did he really expect her to not do anything? Did he really think she'd just stop? After everything she'd done? Now that the rebels had Katniss- even if she didn't know it yet, how was Quinn just supposed to stop doing anything? Then again, he hadn't just sent her on her way. He had given her a bit of a threat, there were people in Four- the Peacekeepers who would be able to take care of anything she may have done. Then he even mentioned Finnick, Annie, and Mags- but what if something had already happened to them?

"Let me take these, for you." the peacekeeper behind her stated as he placed his helmet on again as the doors slid open. He stepped in front of her, and then stepped out of the train. Quinn followed close behind him, and scent that she hadn't even realized she missed surrounded her. Humid air filled with the smell of fish and salt water surrounded her. Before, she hated the humidity, she hated the smells of the District- but now, she knew she missed them. They meant home, they reminded her of the days before she was in the games.

Even just thinking of those days hurt. Not the days with her parents, she missed being an orphan that nobody knew anything about. She missed being in the background of everything- she missed the warehouse. She missed Jenson, she missed Rosa- she missed everything that she didn't have before.

"Welcome back to District Four!"

Quinn looked past the peacekeeper towards the stairs that came up towards the train. Up them came a man in a nice suit, one like the mayor of Four used to wear. It was black and tailored to fit him, and a light silver tie went with it.

"Mayor Atlas Griffith," he said as he stuck out his hand to shake her own, "Pleasure to meet you. You are quite a...legend here." he stated as Quinn extended her hand towards him. "I hope you don't mind, but I'd like to have a word with you in private in the Justice Hall- I'm sure your bags are in good hands."

Quinn stared at him for a moment, "I don't mind," she said simply as the peacekeeper stepped out of the way and she followed the mayor down the steps and down the familiar street towards the square.

Mayor Griffith wasn't the mayor that she had left in Four. He was far from Mayor Skoglund; who wasn't charsmatic, and had only gotten the position because of his social ranking. Griffith seemed...friendly, but he couldn't have been. It was too ironic that he had become the new mayor while she was gone, and he was the very first person to even see her arrive.

Quinn followed him up the stairs to the big doors of the entrance hall, and then followed him up a staircase and into the mayors office that over looked the rest of the District. It looked the same, everything was clean...the furniture was polished and well kept. Then against the wall, next to a fireplace that was boardered by seashells, was a table with different drinks and nice glasses.

"Please, please have a seat." Griffith stated as he motioned or a dark green chair across from a desk as he made his way to the drinks. Quinn watched him carefully as she seated herself.

He's here for Snow, she told herself. So she watched as he poured two drinks carefully with a dark colored liquid. Snow easily could have given him something to put in her drink to kill her, or hurt her at least.

Griffith turned around and held one glass out to her, "Here's to finally coming back to your District," he said with a smile as she hesitantly took the glass from him. She didn't take a drink right away though, instead she waited for him to take a drink first and then sit at the desk.

"What happened to Mayor Skoglund?" she asked as she took a small sip of her drink.

"He wasn't fit for the position," he replied, "He did after all let one of his own Victor's run away." he said, raising an eyebrow sharply. "Quinn, I don't want there to be any problems between us, okay?"

She stared at him, "Is that what you wanted to talk to me about?"

"I was just trying to break the ice with small talk for a bit," he sighed but them nodded as he set down his glass and leaned back in his chair. "I've been given specific orders of what to do if...anything comes us. And I don't want to have to resort to that."

"What makes you think there would be any problems in the first place?"

"Everyone is well aware of what you are capable of doing," he stated. "If you would just lay low, let things calm down...get used to things as a Victor and not keep thinking like a radical...then there shouldn't be any reason to begin doing anything to take care of it." he tried to explained, "Are you following?"

"I'm impulsive, not stupid." Quinn stated, "I know that Snow that wants you to keep me under control, and I get that but--" she stopped abruptly, she could feel the heat rising in her body as her temper began to get bigger and bigger. "-I can assure you, I won't be doing anything. I've put too much into trying to calm things down during these last games. I'm not going to ruin that."

He looked her over and then with a small smile he nodded, "Good, good...then we should get along just fine." he sighed.

Once the meeting with Mayor Griffith was over with, Quinn hurried to leave the justice building. She wanted to get out of there as soon as possible, she hated even being in the square- she had forgotten how much had happened in Four before she even ran. What had happened in the square, to Elijah...it still made her feel sick. The fact that she couldn't do anything, it made her feel sick.

"Quinn!?"

Quinn turned around quickly, just in time to see Isabella. The girl that had first shown her how to get through the fences and to the lake. Isabella's arms clasped around Quinns waist, and at first all Quinn could do was stand there. She couldn't remember the last time someone had actually...hugged her. And besides that, she couldn't really understand why Isabella would be so happy to see her. She could have been killed if people knew that she had been the reason Quinn had been able to get out of the District in the first place.

"Are you staying? Or do you have to leave again..."

Quinn shook her head, "No, I'm not leaving..." she replied as Isabella's arms loosened from around Quinn.

"I can't believe you actually came back!" she smiled, her grip getting tighter again.

"It wasn't in the plan..." she replied as Isabella finally let go.

"Do you think we could go-"

"No," Quinn stated quickly, "We can't go to the lake." she said in a whisper, "I have to stay out of trouble, okay? And you shouldn't go out there either. It's not a good idea- they probably have the fences on."

Isabella raised an eyebrow sharply, "They don't." she replied, "I go all the time."

"By yourself?"

She shook her head, "No, with Coleman Ayres."

The name sounded familiar, extremely familiar. There had been a Coleman that lived in the warehouse, he was about her age. He had been one of the lucky few to get a job that nobody wanted on the boats that went out. He would have to get in the water, untangle the nets before they could reel them in or cast them out farther. He and Jenson had talked about it a lot. But all of the orphans were dead or in District Two if they were young enough.

"Well," Quinn sighed. "You shouldn't anymore." she said simply, her mind still fumbling with the idea that maybe not all of the orphans had gotten shipped off or killed in the warehouse. "I'll see you later, okay?" she sighed as patted Isabella's shoulder lightly.

She smiled a bit, "Yeah, alright." she replied, "Welcome back to Four, Quinn." she added.

Quinn sighed and forced herself to smile a bit, "Thanks."
