Dear Honorable Council,

I, Mist the Nightwing, have a brilliant idea! I propose a new report, upon a little known subject! The mating characteristics of each tribe, in order to further our understanding of phenotypes passed on by inter-tribal breeding. I would require minimal resources, as well as a small amount of funding, in order to complete this report.
