Who is this Character?
During her marriage to the Vision, the Scarlet Witch used her reality-altering powers to create twin boys Willaim and Thomas from two lost souls. Later Mephisto reclaimed the lost souls. However, their souls had been so transfigured by Wanda's magic that they destroyed the demon and dispersed. The soul of Willaim was apparently reborn in Billy Kaplan, the eldest of three sons to Reform Jews Jeff Kaplan, a cardiologist, and Rebecca Kaplan, a psychologist, living on the Upper West Side of New York City. Billy had trouble with bullies in school due to his sexuality. Once while sitting in front of Avengers Mansion, he briefly met the Scarlet Witch, his favorite Avenger. She gave him some words of encouragement and told him that he "could take care of himself". Billy took her advice and stood up to his bully. Unfortunately, Billy's electrokinetic powers emerged for the first time while protecting another student and he nearly killed the school bully. He sought out the Scarlet Witch for help, only to find out that the Avengers had disbanded. Billy met Teddy Altman at school and they bonded over comic books. Billy attended Teddy's football games where her met Teddy's mother. After he almost killed the bully, Teddy found Billy outside of Avengers Mansion and they each revealed their powers to one another and they kiss for the first time.

The Young Avengers
Iron Lad, a younger version of Kang the Conqueror, found Billy using the Avengers Fail-Safe Program compiled by the Vision to be used to form a new team of super heroes in the event of the destruction or disbanding of the Avengers. Iron Lad requested his help in preventing his future self from returning him to the future where he would eventually become Kang. Alongside his new boyfriend, Teddy Altman, Billy joined the Young Avengers. He chose to style himself after Thor, and adopted the superhero identity of the Asgardian. As Asgardian, Billy choose to use only his electricity based powers, but during the fight with Kang Iron Lad and then Patriot ask him to use his "other powers." Finally he admitted to being a spell-caster and disabled Kang's force field. Vision also revealed that Billy and Teddy are both somehow related to members of the Avengers. After the battle, fellow Young Avengers Kate Bishop and Cassie Lang suggested that Billy change his code name from Asgardian to Wiccan to reflect his new powers and Billy agreed. Billy tried to tell his parents that he was an aspiring superhero, but they misread his intentions and assumed that he was revealing his relationship with Teddy. Though his parents thought Teddy would make an excellent son-in-law, they were unaware that Billy was a practicing witch, dating a shapeshifter. The nature of his heroic activities and the danger associated with them, became apparent when the Super Skrull Kl'rt nearly destroyed the Kaplan's Upper West Side home in his attempt to kidnap Hulkling. The altercation resulted in the death of Teddy's mother. When Hulkling was captured by Kree Sentries, Wiccan and the other Young Avengers determine that they would need reinforcements in order to lunch a rescue. The Vision recommended using the Avengers Fail-Safe Program, which was the same program Iron Lad had used to locate the original Young Avengers. The Fail-Safe Program led them to high security detention facility for superpowered juvenile offenders, where they found Tommy Shepherd and released him from his cell. Stature noted that Tommy and Billy could be twins. Tommy helped them to save Hulkling by fighting off both Skrull and Kree forces, afterwards officially joining the Young Avengers under the name Speed. During the rescue, Hulkling saved the life of Super Skrull Kl'rt, and the skrull revealed Teddy's true heritage as the heir to the Skrull Empire and son of Captain Marvel, as well as Billy and Tommy's heritage as the reincarnated twin sons of the Scarlet Witch and the Vision. The current Vision confirmed this by pulling up the former Visions memory files.
When Wiccan decided to begin searching for the Scarlet Witch, Tommy agreed to join him. The pair searched through Genosha and Transia before finally encountering Master Pandemonium in Cresskill, New Jersey at a former residence of the Scarlet Witch and the Vision. Master Pandemonium offered some information, but did not know the current whereabouts of the Scarlet Witch. When the Skrulls invaded Earth during the secret invasion, Wiccan joined the other Young Avengers and Runaways on the front-lines of the battle. Wiccan and Speed saved Hulkling from execution and later assisted Xavin to again rescue Hulkling.

Empyre
Hulkling had been approached by representatives of a Kree/Skrull Alliance to use him as a figurehead to cement this coalition, since he was the prophesied unifier of both warring species. The Alliance forbade Hulkling's relationship with Wiccan since he was an Earther, prompting the two of them to set up a hasty wedding in secret before Teddy had to leave to space. The Alliance's formation was prompted by the retaliation against both the Kree and the Skrull by the plant-based race called the Cotati, who proceeded to invade the Earth to turn it into the centerpiece of their empire. During the Alliance's war against the Cotati, Hulkling was abducted by his own grandmother, former Skrull empress R'Klll, who impersonated him to authorize the deployment of a Sun-detonating weapon named the Pyre, which Teddy had refused to use. When Captain Marvel and the Human Torch tipped off Billy that something was wrong with Teddy, he used magic to locate Hulkling and bring him to confront R'Klll. Since R'Klll had triggered the Pyre already, Wiccan used his magic to assist Captain Marvel and the Human Torch in containing the detonation until the device was remotely disabled by Tony Stark. Hulkling defeated R'Klll, and Earth's heroes defeated the Cotati. In the aftermath of the war, Wiccan and Hulkling redid their wedding in the Alliance's flagship with a royal celebration, and Billy was formally inducted into the Alliance as prince consort and court wizard.
As regents of the new Kree/Skrull Alliance, Teddy and Billy took part in several galaxy spanning events. When the symbiote god Knull tried to take over the galaxy, he sent the symbiote-possessed members of an Alliance expedition to kill Hulkling. Hulkling and Wiccan were honeymooning at Starbeaches when the planet was besieged by Symbiote Dragons and the symbiote-possessed crewmates. With the help of Wiccan and Accuser Lauri-Ell, Hulkling managed to conduct a mass evacuation of Little Chandilar's patrons, leading their fleet of ships to safety. When Dormammu possessed Ego the Living Plane, Wiccan and Hulkling teamed up with the Guardians of the Galaxy to prevent the galaxy from being consumed by the Dark Dimension. They split up to simultaneously defend two planets against the Mindless army, Wiccan teamed up with S.W.O.R.D. to defend Skrullos while while Hulkling defended Throneworld II alongside the Guardians of the Galaxy.

History
Both boys where quite absentee parents. Teddy was quite busy being king of the Skrulls and Kree, being the Heir to the skrull Empire, while his father a powerful Kree soldier all looked up to. Wiccan had four kids with the shapeshifter, the older twins, Zenith and Zen, the Kathrine, and finally their youngest, Rachel. He sent all four kids to live in avengers tower since he wanted them to grow up on earth, but simply didn't really raise them. Sure, they where raised by their fathers when they where infants, but once they reached school age for earth, they where sent packing to live with their grandparents.

The soul of Thomas was apparently reborn in Thomas Shepherd, who was born and raised in Springfield, New Jersey. He is only son of Frank and Mary Shepherd, who divorced when he was still young. Tommy was in and out of juvenile halls for most of his life. It was in one of the detention centers that Tommy first met Lisa. The two seemed to have had some kind of romantic or physical relationship during this time. Because Tommy "accidentally" vaporized his high school using his powers, he was imprisoned under court order in a high-powered facility equipped with advanced offensive and defensive technology such as robotic suits and power dampening containment cells. Before the Young Avengers freed him, Tommy had been locked up for months, and was being tested and experimented on with the goal to make him into a living weapon.
After Hulkling had been captured by the Kree Sentries, Wiccan and the other Young Avengers were desperate to rescue him. To locate reinforcements the Vision recommended using the Avengers Fail-Safe Program, the same program Iron Lad used to locate the original Young Avengers.The team was able to locate him in a high security detention facility for superpowered juvenile offenders. They release him from his cell, and Stature almost immediately noted that Tommy and Billy could be twins. The breakout did not go unnoticed, and as the team ran into the armed officers of the facility. Tommy cynically and cruelly began attacking the officers and fleeing doctors, but was stopped by Kate Bishop and Patriot. Speed helped the team in battling both Kree and Skrulls soldiers to rescue Hulkling. After the battle, Tommy officially joined the team and adopted the codename "Speed". Speed was anxious to be a hero, and was the first to alert the Young Avengers that the villainous team, the Zodiac, was attacking the United Nations.
When Wiccan decided to begin searching for the Scarlet Witch, Tommy agreed to joined him. The pair searched through Genosha and Wundagore in Transia before finally encountering Master Pandemonium in Cresskill, New Jersey at a former residence of the Scarlet Witch and the Vision. Master Pandemonium offered some information, but did not know the current whereabouts of the Scarlet Witch. Not long after, Speed went on a date with Kate to help relieve her tensions about losing her codename and bow to Clint Barton. The date ended with the pair breaking into the New Avengers' Brooklyn apartment and reclaiming her bow. When the Skrulls invaded Earth, Speed joined the other Young Avengers and Runaways on the front lines of the battle. Speed and Wiccan saved Hulkling from execution and later assisted Xavin to again rescue Hulkling.

House of X
Tommy attended the Hellfire Gala alongside Kate Bishop. It was here that he was one of the first to discover Wanda Maximoff's corpse. She tried to comfort Tommy who hadn't left his mother's side since she was put in the Boneyard, but found strange vegetation engulfing her body. Neither knew what to do at this point, Tommy wished he could talk to Billy but he couldn't be reached, since he was with Teddy in space. Eventually Billy arrived and Wanda was revived in secret by Magneto and Hope Summers, Tommy and Billy tried to talk to her but she didn't know who they were because the memory back-up use in her resurrection was from before they were born. When the island was attacked by three kaiju's they tried to lead her to safety but they were separated and she was sent to a realm of pure chaos magic.
Since that first visit and encounter with Master Pandemonium, Tommy frequently returned to the Leonia home he lived in with Wanda Maximoff, Vision, and his brother, to keep an eye on the confused but still mystically powerful Martin Preston, taking up residence in his own room and working a food delivery job with his super speed. Having affectionately nicknamed the demonic man "Master P", he served as caretaker for him, helping him get around, bathe, and watching the actor's old films. Master Pandemonium remained mystically powerful and grew loyal to Tommy, though he sometimes would say hurtful things to the boy in his confusion. Even so, he was very willing to protect Tommy from mystic threats, convinced the boy had a greater destiny.
